Hello everyone, I’m new to Linux and this is my first time using Bazzite. I’ve never installed any .rpm programs before and currently I need to use Windscribe. Could someone teach me how to install it?

This is kind of a digression from your question, but I can’t sit idly by while someone who may be new to the technology uses a VPN service I consider sketchy. I would highly recommend Mullvad VPN. There is an RPM for it on the Mullvad website. I would trust Mullvad over Windscribe if you want privacy. But…that’s just my opinion.
Set up a fedora distrobox and install it there with the rpm from the website. That’s the best way to do it. Then you can export the binary to run it right from your host.
I don’t know if that will work with VPNs. It needs access to the host network. It has to be layered, or installed in build.sh in a custom Bazzite image. It might work, but I think it would only apply to the distrobox’s network, so anything outside the distrobox won’t have access to it.
Sorry, but I really don’t know where you got there with the VPN.
VPNs don’t usually work through distroboxes, they need to be in the image natively
