I prefer using the “Focus follows mouse” window activation policy. I like being able to eliminate that extra click.
The only issue I have with this is that the KDE panel does not seem to qualify as a window. What this means is that when I hover my mouse over the panel to interact with it, I am forced to click twice: once to bring focus to the panel and a second time to actually activate what I wanted to activate.
Is there a way to enable the panel to be activated simply by hovering over it? Thanks!

The panel does actually get selected on mouse hover. It was the activation delay that was tripping me up into thinking it wasn’t working. Once I lowered the delay my issue went away.
Okay, so it’s not quite straightforward like my original post or edit. I’m guessing this is a bug in KDE. It would be great if someone could confirm they’re experiencing this issue.
I’m using “Focus follows mouse (mouse precedence)”.
When I have an application minimized to the task manager on the panel and hover over the panel icon to re-focus and pop the window back up, everything works as expected. If I hover from another app over to the panel, click once on the minimized app’s icon, then the window immediately pops back up as it should.
However, if I want to minimize an open app window, things don’t work like that. When I mouse over the panel from within the app window or any other part of the desktop, clicking the icon doesn’t cause the window to minimize. Instead, I need to click twice for the app to actually minimize.
The reason I think this is a bug and not intended behavior is that if I never let my mouse leave the panel, I can minimize and re-focus the app window as many times as I want with just one click after the initial double-click event.
