Click on unfocused window behavior is different between bazzite and bluefin

In Bazzite, if I click on a window that is not focused (that is, behind another window), nothing happens. It does not raise the window. I have sloppy mouse focus turned on so I can focus the window (but not raise it) by moving my pointer over it. In order to focus the window I have to move the mouse to the top corner to show all the windows and then click on the window I want to focus.

In Bluefin, clicking on an unfocused window raises and focuses it.

How can I get the behavior from Bluefin in Bazzite? I am using GNOME in both instances.

Hmm, sound like raise-on-click is off.
Try this, it turns on raise-on-click in Gnome.

gsettings set org.gnome.desktop.wm.preferences raise-on-click true
