Can I stop steam from running on system startup?

I’m using desktop mode.
The option “Run Steam when my computer starts” in Steam itself is off.
There is nothing mentioning Steam in System Settings > Autostart.
My Desktop session is set up to “Start with an empty session”.

I can not figure out why does it keep running every time I start my system.
