System stuck at 60fps even when display set to 40hz or 120hz

I recently installed Bazzite on an asus laptop with GNOME (under Wayland, doesn’t seem possible to change to X11) and a gtx 1650. Whenever I try to change to refresh rate to something that is not 60hz, whether that it is on an external display with the internal display off or just on the internal display, the display changes to the new refresh rate and the cursor seems to move at the new one but all of the software seems to be remain stuck at 60 fps regardless. In the 120hz case, gnome does not feel as smooth as 120hz should feel and whenever I go to testufo.com, it shows the maximum as 60fps, which leads to stuttering when the display is at 120hz or 40hz, although the maximum is supposed to be whatever the maximum of your monitor is.
