Our FAQ has the solution. Fedora 40 removed X11 from KDE Plasma, and we only kept it around for our Nvidia images since their proprietary drivers still have issues with Wayland.
One package has to be layered with this command in a host terminal:
rpm-ostree install plasma-workspace-x11
Reboot after it finishes layering and X11 should be a choice again.
