Remove layered and local packages

I had layered on gparted and kavantum and somehow managed to install veracrypt as a local package, but I now want to purge them and go back to having the base image of bazzite.

I used rpm-ostree reset and rebooted and can see the layered packages and local package have been removed from the primary image, but I can still see them on the secondary image. How do I purge them from the secondary image as well?
